You are limited in the number of blocks you can place (and enemies, etc.)
If you are trying to recreate levels from existing games (in my case, Super Mario World, Vanilla Dome 1), you might run into this limit (usually because of having to fill in all the blocks along ceilings).

These limits do not disappear with unlocks, however once you have unlocked everything and you have the ability to use pipes, you can double these limits by using a pipe to go to a 2nd section of your stage. The limits are per-area, so when you warp through a pipe into another area you effectively increase your limits.

So if you encounter this limit, just add a pipe, go to a new section of your stage, and start fresh.
